Yes, that is definitely Monster Battle.

Same Battle Album, that fist on the other monster is one of the Battle Monster skills.

I've always thought of how amazing it'd be if they implemented the MS ITCG as a minigame. This seems to be close to that. I hope it doesn't disappoint.

Seems things got pretty boring and people started to leave. The guy that was filming for spadow seems to have left, heck even the official streaming crashed.
