The tier list is decided by people called the Smash Back Room which is quite literally a subforum of a forum with people who judge characters based on their tournament performance. Tier lists in Smash Brothers is a really controversial subject and I personally think they should be taken with a grain of salt or be better without them.
Oh. They just run like the 64 contestant tournaments several times with CPU controlled characters and judge them based on their performance? Ok. I can see how that's not entirely accurate.
Question though: I haven't really played brawl much but in melee CPU's use the same combo or sequence of moves in a particular moment. To the point where you know what the CPU will do before you do it. (I.e. If Ganondorf or Capt. Falcon is on the ground and you jump above them they will always do the up-B move) So my question is does brawl have this sort of arrangement. Where if a condition is met then the CPU will always do the same move set regardless other factors?
