Don't pay attention to tier list. A lot of people give them more worth than they truly are. The tier list is decided by people called the Smash Back Room which is quite literally a subforum of a forum with people who judge characters based on their tournament performance. Tier lists in Smash Brothers is a really controversial subject and I personally think they should be taken with a grain of salt or be better without them.
