If you really think falco and fox are too similar to warrant two different characters, you don't know enough about the matchup.
@above: Lucario did not suck in brawl. He is RIDICULOUSLY viable as a teams character due to the anubis strategy of lucario doing work while partner assists while holding on to extra stocks to abuse his extra damage mechanic and extend life with share stock.
