Not 100 percent sure if this will happen but

One of the main pushes for this is to give all players the ability to have an increase in stats / damage, bridging the gap between those who spent NX and not. As stated before, Nexon has no plans to release S Rank Nebulites into the game, so this is a half-way compromise to allow players to somewhat experience it.

They pushed for nebulites to be introduced to make the NX players have more edge? Nebs at release was one of the most profitable occurrences in a long time...the nebs were cheap and the boxes inflated 15x or more of their market price. The current system makes fusing semi-viable for profit @ 500 ea if you get lucky though S rank would make it better. In other words...it's been a viable system for unfunded merching.
