If the pc checks the bios setting then its almost certainly it isn't the motherboard (maybe). Did you tell your brother to keep the computer with the case open to see if the Processor Fan is running? Did he clean the dust of the processor too?

Edit: Does the PSU feels extremely hot after shutting down?
