Update on Oxygen Cross Section trends at low energies (<7 MeV):
The whole premise so far has been that some data sets were off by 3.15%, and at 3.5 MeV, that percentage was perfect. I plotted and evaluated at 4 MeV today, and found there was a ~6.8% difference. Definitely not 3.15%.
Long story short, I ended up suggesting the data was off by a fixed amount instead of a percentage. Normalized the data to account for the fixed number (92.6 mb), plotted them against the other data, and well.. see for yourself:
