I agree with weapons determining your character's cap being stupid as hell, but the "comparitively less fortunate" wouldn't be hitting the cap in the first place to worry about it. If you can't afford an empress weapon, you're not going to be hitting the cap in most cases. Simple as that.

I hit caps and I don't have an Empress weapon.
I could probably afford one, but I don't want to. I like my Lunchbox's speed and I don't want to Azwan a zillion times for that elusive IA, nor recube my gloves (being a warrior with no avoid, I can't really swap gear in mid-fight). Maybe when green MPE potions are fixed, I'll consider it.
Plus, of course, I'd rather not scroll and cube a new weapon, especially if I already know I'll be needing to do the same for a Fafnir if I ever get up to 5m damage.
