What if there were something of a point system? Every link skill you have is on every character, and you can raise the skills up/down levels as you see fit? For that, I'd see a cap of 20 points as no big deal. You could have the ones you really need at lv2, and others just none.

Let's say I'm a Demon Avenger, for example. Passively, I get Lv2 Battle Rage, so that will be excluded. Assuming every class gets lv2 link (except cygnus, which get multiple levels):

Xenon: 0 pts
Kaiser: 2 pts
Angelic Buster: 1 pts
Kanna: 2 pts
Hayato: 1 pts
Luminous: 2 pts
Phantom: 2 pts
Mercedes: 1 pts
Cannoneer: 2 pts
Demon Slayer: 2 pts
Mihile: 0 pts
Jett: 2 pts
Cygnus: 2 pts

You would have very customizable builds that depend on how you as a player want to use the character.
