Warcraft is a totally different situation, because in MS, the account fee is $0 from the beginning, and in WoW, you pay $50 for an account. For example, "asdlfkd" spamming "S> MESOS @ http://WWW.RANDOMPR0NSITEURL.COM $4343/bil FAST DELIVERY" would immediately become unprofitable if Nexon charged per-account and banned even every three days. Hackers also have nothing to fear except having to restart.
Of course, if they were more competent and we didn't see random bans such as the Hak bans a while back, I would suggest a hardware ban.
