Nothing excuses Sakura to pretend she is on par with Naruto and Sasuke. But on your point, you're right. It's stupid for Sasuke to want to be Hokage. I understand his reasoning but the most logic choice would be either taking over the Sound Village (in a right way) or getting the village that was under Pain's control.
