I'll grant you that not all empress is expensive, but the vast majority of people aren't made of money.
Tempest equips still aren't even back to being a third of the value they were before, and you seriously think that every single player in the GAME getting an equip per character a day would simply be "temporary"? Yeah, no, prices would be pomegranate pretty much for good. And Nexon makes money off of putting the empress equips in gachapon anyway, so why would they shoot themselves in the foot on that?
