It's end game in that it's the set that most people aim for, and what most top-tier players still use a mix of.
How much time someone spends on the game is no one's problem. If you want something in this game, roll up your sleeves and work for it.
I realize they wouldn't be that way forever, but it would hurt the prices hard enough that it would cause everything to the deflate to the point that they would never return to their original prices. Look at all the free items that we've received in the past: Lord Pirate Chairs, Soul Teddy Chairs, Lvl 10 Branch Noses, Tempest Accessories, Confusion Fragments, etc. None have ever returned to their original prices, and aren't even worth a fraction of what they were before the events came.
You act as if I should care if players aren't made of money. Well, I don't. These players have no money because they're not devoted enough to the game. You have to be devoted to the game if you want to get anything, even if it's not very expensive. If players don't want to devote themselves to the game, then that's their loss, but they DO NOT deserve multiple set of gear for free for it.
