No, it's not. The 5%/10% -> 2%/5% description on the Link Skill functions like Angelic Buster's LS, 5%/10% on the CK itself when not used as a LS, 2%/5% when used as a LS on any other character. I'm not sure what happens when you give a CK another CK's LS though.
