DLC legendaries might not mean that you have to buy them.
It can also mean nintendo will simply keep them secret untill they need to be revealed, AKA, keeping them off the game, this prevents people from just datamining it all on day one.
It's pretty cool, can keep stuff as a surprise like this.
Not to mention that currently a lot of legendaries work almost like DLC, gotta have an internet connecting and then recieve it from nintendo if you want a legit one from an event
Although, if you gotta pay for the legendaries then it is utter bullshit and i hate the idea. But if it's to keep stuff hidden, then it's pretty cool.
