Evolving System Link 3 - Spawn Cores not working?

I'm having an issue with the spawn rate cores. I've been using the 30% monster spawn cores and they don't seem to be working half the time. I can definitely tell a difference when the cores are working because the monsters are constantly spawning. I was wondering if there is a way to fix this? I tried searching it up and some people said to relog, but if there is another way that would be great because I don't want to restart my exp pendant.
