Mine worked. Though I saw that others had trouble and took extra steps.
There were 15 or more free slots in every category, including the first 2 rows clear, and I moved the gift box and the hat box from first row to 4th row before clicking on it. Whether that made a difference, or I was just lucky I don't know.

Worked on a second account too. This time I did nothing special except make sure there was loads of free space. The first row was not clear and I did not move the boxes before opening.

OK failed on 3rd account. This one only had one free equip slot, though 6 free use slots, 4 free etc. slots, 3 free setup slots.
When trying to open the hat box it complained about lack of space but then deleted the hat box anyway.
So make sure you have lots of equip space. One is not enough
Edit: 4th account - fail because not level 30
5th account - 4 free slots for equip, use, etc. ->Worked.
