I mentioned some of these arguments to my roomate who reads the manga weekly and he said that the Hidden Cloud's plan was logical because we have no way of determining how they sealed the bijuu inside of Rin or how they proposed to make it run rampant in Konoha.
While I agree that we are missing a lot of information, I feel like the argument of "we don't know so it was a good plan" doesn't really hold water. Just letting Rin go without having any fail safe to increase the chances of their plan's success seems stupid to me.
