First of all, the hidden cloud also had Yugito, the 2 tails Jinchiuriki, who could also completely control her bijuu just as much as Bee. what this mean is that the hidden cloud didn't "get lucky", they developed a method to tame the Bijuus which they passed down between each other and eventually to Naruto.
As for everything else, it all comes down on what type of seal there was on Rin. Maybe they weren't just planning on leaving her there and expecting the seal to break, maybe they had the means to trigger the seal's break. There's also the chance that unlike in Naruto's case, where the the seal had been developed by the Uuzumaki clan and therefore was somewhat common knowledge among the hop tier of the village, this was an unknown seal that they couldn't just fix without risk.
There's slim chance that this is further developed in the coming chapters but I doubt so, there's no point to it. Since the "they can trigger the seals break" theory makes the most sense in this scenario, i will stick to that one until something is revealed.
