Nexon doesn't make dynamically instanced maps, as far as I know. Once all the maps they made in advance are full, that's it.
Either that or the server they dedicated to evo world simply runs out of resources.
It's time like this that I wish they'd just give us exp buffs instead of a server event. sigh.
