It should be just using an emulation engine, which should already be developed, and the games are just like they are on a PC, a rom. The hard part is programming the emulator. If they're programming an emulation engine for each game individually, they're being terribly stupid about it, especially for the NES, SNES and N64 games. The only hard part is the GC, because it wasn't already done. Otherwise, it's just adapting the emulator to the Gamepad and control scheme of the gamepad, which is exactly the same as the Pro Controller. It's not really that much work.
