I'm sure Africa has some very civilized countries, but in that same aspect they also have incidences like Darfur.
i'd have to say that the reason this "always happens in the U.S." as you put it is because... well, because you live in the US. where if anything happens it will get blown out of proportion. and since you live there, of course the news would care and give more coverage to these kind of events that happen inside the US, as opposed to school shootings in china or somewhere else.
