I just barely cap with impact, typically hitting over 999,999 but under 1,199,999-1,249,999. I haven't been using Cerberus because it barely does more damage than impact and the delay is longer and the cooldown tends to be up to 12 seconds for some reason.
I did see a video ages ago of a slayer soloing empress in KMS using carrion breath, which does hit significantly faster than impact... but he was able to cap with it and had a 600k range.
I tried some number crunching after 2 failed runs and came to the conclusion that even if I were hitting cap, I would be just shy of making her heal 35 times before 9:59, but I probably significantly over-corrected.
Now that I think about it, though... I think I need to be a bit more strategic about when I use bind. I was only using it to delay her DR so i could recast meta... her manual heals really screw me.
I was using Cerberus at every opportunity, even factoring in the delay I think it improved my dps over just spamming impact. I was planning on improving carrion breath via hypers and using that as well...but I'm just not strong enough to even come close to capping it, so even though it's almost twice as fast as impact, I'm hitting less than half of impacts damage.
And until the 10 min mark, I was using bind identically to yours. It's only after I realized I could not get a large enough burst of damage before a manual heal that I began using it even when she was not about to reflect.
