Now this is an interesting thought; a variation of skill chaining that allows you to skip certain actions instead of skill delay.
Another possibility: they could give certain skills bonus effects (or completely change how the skill works, and I'm not talking about skipping charge time here) if you chain them from another skill instead of using them on their own.
Or perhaps a "variable" skill that changes in effect depending on what skill it's chained from. But maybe that'll be too irritating to code...
