Basically she has to operate as a secondary initiator without flash up because she has nothing to help her get out of a hairy situation or chase a fleeing target besides her glacial path which is her initiation.
Are you talking about Lissandra? Because her E (the giant hand skill), can teleport herself to the end of the hand.

Casts an ice claw thats deals 70/115/160/205/250 ( +.6 AP )magic damage to all enemies hit. Reactivating this ability transports Lissandra to the claw's current location.
Which can be used for an escape.
She was also designed for kiting:
