North Korea has been pretty much the only one to make actual threats in a long ass time. The reason nobody does anything is because they don't have anything we need and they aren't a large enough threat to anybody.
They will in fact attack eventually, but only then will anybody do anything. It's pomegranatety logic but it's how it works. You have to be attacked first in order to attack yourself so you don't look pomegranatety to the rest of the world. Plus being attacked means your citizens are far more likely to want to fight for you. It allows you to pull the LOOK-AT-WHAT-THESE-GUYS-DID-TO-US-THEY-KILL-YOUR-FAMILIES-YOU-GONNA-TAKE-THAT?!?! card. Then your allies are like, ''What?! Nah ah! I know they didn't just diss my homie like that!'' so they join in where needed.
