They didn't "give" anything to anyone. They did a straight port from KMS. The classes that have hypers in KMS, got them. The classes that don't, didn't. They include Kanna and Hayato, and also JETT, which you forgot.
They can't "give" the JMS classes hypers. For all we know, those hypers haven't even been designed yet, much less implemented. There is nothing to copy-paste, even if they did want to do a KMS-JMS combined patch (with the expected higher risk of incompatibilities and bugs).
Besides, Nexon has never been particularly friendly to the "newest" classes. As soon as their event is over, they get forgotten.
