Yes, because that content hasn't been released in its home territory yet. No, because it should have been released by there by now, but unfortunately hasn't.

Hayato and Kanna are a bit different from Jett and Dragon Warrior. The first two are entirely new classes, the latter two are blatantly shameless reskins of an existing class.
