That's not a buff, though naturally as a fan of switching skills I would never support any Phantom revamp that lacks a removal of the 30 second time penalty on switching skills. I would agree with mithi9 though that what happens during the anniversary may well tell us if there's hope or we should save our money and find something else to play.
