Not necessarily. Kanna has a lot of utility but also with the right funding a lot of potential. Without hypers though...yeah she will only be considered support and sub-par at that, because a support character that is generally area based has a lot of competition from battle mages (!!!!) and even mechanics and those classes have known hypers. If kannas role as a bossing mage stays true her hypers will reflect that and until then she still has a lot of useful tools to be viable to a serious party.
