Yes, but the money taken to get your desired potential is also substantial. Put it this way, the rank ups are given to encourage people to cube later on so they can proceed to their next cube sale and earn again since there's more active players at GMS than say, MSEA while people whose items are stuck at rare/epic are much less likely to even bother cubing.
