Duo queuing with someone who's higher ranked than you is not ELO boosting. Yes, it's a touch unfair to the other team, but then there's also the balancing that'd happen anyways. Yes, he should've done it on Normal, but one game with a high-ranked individual on your team isn't going to inflate your ELO as much as direct ELO boosting would.
