One of the payment plans that runs through Google for websites is explicitly based on click for pay i.e. Nikon cameras has Google run camera adverts and Google charges Nikon only when a user clicks on a Nikon advertisement stub. As an advertiser, you don't want to invest in Google ads and then get a thousand clicks from a torrent site or a porn site because it is likely that these are bots/likely non-paying customers resulting in a net loss for the company to Google. Because it doesn't want to disenchant investors, Google therefore tries to be stringent on website hosts because they want to maintain the image that they are the most reputable ad host middle-man to companies. Google is the middle-man and will do anything to maintain its profit stream from advertisers that shell out the cash. The profit that the site gets is siphoned from these larger transactions and the pay is largely (if not entirely) from the pocket of the companies on Google's adsense payroll.
