I don't see how it's wasted considering that's almost the highest a unique item can go and I actually did this using 6 Miracle Cubes out of Miracle Time.
I find that getting to Legendary on anything that doesn't give an additional bonus is a waste of money since if all of your items were 15 to 18% that gives you a lot of stat and lets you focus on PDR + boss as the former is useless without the latter.
