The Defense Break change is a buff for anyone with over 35% Ignore Defense. It's a nerf for anyone below 35% Ignore Defense (i.e. unfunded). It's obviously a significant buff vs anything with Physical Resist though (ignores 25%).
Since Ishtar comes with 20% Ignore Defense from a Hyper Skill, this Defense Break change is basically a buff for anyone with a decent amount of the personality trait, and a Luminous Link, and a definite buff for anyone with Ignore Defense potential.
Also, not that it is generally possible, but this is also a buff for anyone trying to hit 50m/line since it allows for a more even spread of damage across all hits instead of 40% of your arrows hitting significantly past the cap, and the other 60% significantly below.
