Unless Nexon removed all vestiges of the freemium, free-to-play system, there's no way it could successfully make an effective transition to pay-to-play.

It is arguably the most stable free-to-play MMO as well. Going to pay-to-play pits it immediately against World of Warcraft, which it really wouldn't be able to do sustainably.
