Maple's end-game is non-existent, its reliance on power creep to make money has done a lot of damage, and its lack of basic features found in most other MMOs (like being able to set up a basic shop for free) are just some of the major problems, and the game's almost a decade old. Unless the dev team and the management undergoes a drastic evolution, I don't see them being able to make Maple appealing enough to justify being P2P.
