The point is they released a certified press release of their intentional implementation of the law. Whether or not it holds through honesty is irrelevant as of right now because that's not the intention. At this current time, your point would hold ground in an ambiguous manner where even if it was written in the law, in plain text they cannot, will not, or refuse, it comes down to a citizens trust issue. But the fact we got a confirmed statement this is not something they intend to do, we have to take their word for it until they break the law (in either case).
