Making new releases slightly OP is actually something Icefraud does too so bugs get found better. They just aren't allowed in -CM until they're ready. That's why Drow is the bane of -AP, she got her ult remade so Icefrog wanted to test her.

But to make new releases slightly OP so more players would play them and therefore find bugs more easily? That's actually pretty smart I'd say. No one would play new heroes as much if they didn't feel they can stomp bad players and perhaps give good players a challenge.
