Of course it's a good portion but I'd estimate about 1/3 instead of over half.
@above Yes they have, but waiting for a hot time is not an option for those with no more free slots and deleting a character just to free a slot is a major pain in the ass. They might do something like "here's 5 free slots" when the anniversary comes though. But too little too late.
