The Tornado and Seduce Queen's Scratch always locked me, every hit regardless before the patch (0% Status Resistance Evan). Perhaps the MISS mechanic change caused this, since I suspect as a DB you weren't getting locked because you weren't getting hit i.e. MISSed.
You can still attack during Tornado, damage just doesn't show, the HP bar still goes down.
