Yeah i was wondering what dofla could possibly have that luffy of all people (probably one of the least greedy people in the OP universe except when it comes to food) would want, but after this chapter i get the strong feeling it was just dofla trying to use his mysterious powers. There was a lot of references to "his pace" so dofla's powers probably stem from the words he uses to manipulate people, which is really interesting given usually this kind of power comes with a limitation of having to actually be with the person you're trying to control. It would easily explain why he's kind of a "spoiled prince", never having to actually do anything himself because he can just control people through snail phones.
