Well, as long as you have DirectX 9 installed, and you have .net, you should be fine I think. Not sure why it is causing such problems for you.
I can't find the cause for the problem either, I've browsed the web thick and thin.

I'm using NexonKR's provided download manager to download it with, to see if that works.
