They removed the restrictions, you'll have full standard access now that they transitioned to F2P. Basically F2P is just what TERA was already, with minor limitations like character slots and bank inventory.
Elite gets perks like higher queue priority and such.
The Founder benefits are awesome, max bank tabs, queue priorities and what seems to be an exclusive mount for awhile and that's all I remember
