It has too high of a delay and as a result even when maxed it has about a 700% DPS decrease compared to just spamming Shisen Gyouha.
If I remember correctly, there was mention of something like where if you did max damage, you could end up doing more because your Hits/sec would be higher, but that doesn't really matter considering in a few months you won't be able to hit cap.
