I can't figure out why they do this. If they increase the max to, like, 32 now, what do they lose? There are no free coupons out, so people who want to make a 19th char now - maybe one of those classes that will be unavailable after the patch - will have to pay NX for it. Profit? Profit.
If they increase the max by one each time, and give out a coupon for that one slot, they are denying themselves the option of selling char slots. That's plain dumb.
They did increase the slots in KMS.
"In addition, a couple of new systems and special Cash items have been added that may interest you~ They also increased the maximum number of character slots to 21."
