. No there's nothing, the problem isn't managament it's different economies/rates/what have you. Management of course has a part in it, but they aren't doing anything illegal by any means. Majority if not all content is coded in HQ, there are very few if any examples of localities actually producing their own content. (Save for JMS but that's now where the HQ is located so it's a bad example).
