No content in any version is owned by the local distributor. They make a request if the want "unique" content where KMS would then create it. It's not unlikely that they copied and pasted EMS' scrolls with permission to use the data from the HQ.

So changing miracle scrolls into 60% scrolls and quest rewards by themselves (without even bothering to alter the quest, if I might add) is against the rules? If that's so, they are in hot soup. Because it's not the first time, mind you. We had a nerfed Justice Shop (no PBC or white scrolls), and there was this huge fiasco during the DB revamp patch, where they accidentally released the pre-nerf Justice shop, then hosting a server maintenance that lasted four hours just to remove them. Is that enough reason for the Law to step in?
