If I recall they can't make any changes without some notification from HQ. That's how NA operates, so I'll assume they are under the same guidelines.
Ah I see what you're getting at;
No content in any version is owned by the local distributor. They make a request if the want "unique" content where KMS would then create it. It's not unlikely that they copied and pasted EMS' scrolls with permission to use the data from the HQ.
