I'm not so sure. Fire Emblem seems to be doing far better in terms of preorders/interest than anyone could have predicted, and they're seriously pineappleing the games potential sales over by not having it ready on release.
And if they were doing it deliberately, they'd still want to get the Fire Emblem 3DS bundle in, more consoles in peoples hands would outweigh any possible benefit of a few extra eshop sales.
